High-Speed Police Chase in San Diego Involving Non-English Speaking Driver 🚓

On July 28, 2025, a police chase started in San Diego California when Highway Patrol officers attempted to stop a Hyundai Sonata on Interstate 805 after they locked in a reading of 96 mph on the patrol unit's radar. The driver initially pulled over to the shoulder. CHP officers used their PA system to instruct the driver to exit the freeway at the Murray Ridge Road exit. Disregarding the traffic stop and the officer's commands to exit the freeway the driver sped off refusing to pull over for about 10 minutes before finally exiting the freeway at Mira Mesa Boulevard and stopping on Scranton Road. Officers cautiously approached the car believing this to be language barrier issue. Upon contacting the driver, He explained that he wasn't fluent in English and found the officer's instructions unclear. He mentioned that his primary language was Creole. After the officer's investigation during the traffic stop they decided to release the driver with a citation from approval by CHP Sergeant S. Rutledge.
The driver was identified as Joseph Blanc and he was cited and released for the following charges:
22349(A) - Speeding: Greater Than 65 MPH
2800.1(A) - Evading Peace Officer
