To deactivate the scrambler at the industrial district comms tower break the device on the platform below the comms tower.
Then drop down to the right of the tower and disable that device too. Go back up to the tower and you can enter the tower.
Use the cryptographic sequencer to deactivate the scrambler at the industrial district comms tower.
