To deactivate the scrambler at the Park Row Comms Tower go through the grate to the left of the door. At the other end get out of the shaft.
Throw a remote controlled batarang through the gap in the fence and steer it through the electricity. Then let it slam into the open fuse box. Now go through the door to the right and deactivate the scrambler using the cryptographic sequencer.
