To deactivate the scrambler at the diamond district comms tower go to the elevator on the side of the building and use the shock gloves to lower the elevator.
Spray explosive gel on the wall in front of you and destroy the wall. Use the disruptor to break the scrambler. Then go back up to the tower and open the door. Use the cryptographic sequencer to hack into the terminal and deactivate the scrambler at the diamond district comms tower.
