On February 24, 2025, in Los Angeles California, a Highway Patrolman monitoring traffic on Highway 101, the Hollywood Freeway, was parked under the Western Avenue overpass in the bus lane when a silver Honda Civic illegally driving in the bus lane passed him. The officer attempted to initiate a traffic stop, but the driver refused to pull over even after the officer used his PA public announcement system to tell the driver the pull over to the right shoulder the driver still refused to stop. Another CHP officer positioned just south of the chase at the Vermont Avenue overpass was able to pull his patrol vehicle in front of the Honda blocking his path allowing an officer placed spike strips in front of the tires in case the suspect tried to flee. After a brief standoff with the driver and passengers, they continued to ignore multiple orders to exit the car. That led to an officer to firing 12-gauge less-lethal kinetic energy rounds multiple times at the Honda, eventually breaking a window. Once the window was shattered, the driver and passengers exited the Civic and were taken into custody without further incident. The Driver was identified as Omar Preciado and officers suspected him of driving under the influence after smelling alcohol on him and finding multiple open alcohol bottles and drug paraphernalia in the car and on the floorboard. Preciado was taken to Los Angeles Doctors Hospital for a legal blood draw for BAC levels after receiving a warrant from Judge Joel M. Wallenstein for Preciado's blood draw. Officers also discovered stolen items in the car, which were confirmed as stolen after one of the occupants admitted to retrieving stolen goods from fentanyl addicts. The driver Omar Preciado was arrested and booked into the LAPD Metropolitain Detention facility on the following charges: 23152(A) - DUI Alcohol/Drugs 148A - Resist / Obstruct / Delay Peace Officer 2800.1(A) - Evading Peace Officer Suspect 2 was identified as Tennessee Blankley-Field and he was arrested and booked into the LAPD Metropolitain Detention facility on the following charge: 496(A) - Receiving Or Concealing Stolen Property Suspect 3 was identified as Jesse Perez and he was arrested and booked into the LAPD Metropolitain Detention facility on the following charge: 496(A) - Receiving Or Concealing Stolen Property CHP Officers Involved: Officer J.
