Political Activism, Cultural Conditions

Some groups are more represented in the chambers of power than others. That's obvious. However, the reasons why are not. Is low political activism amongst certain groups caused by socio-economic factors, or an inability to break into political parties? Or are some cultural groups simply more interested in politics than others?
