बजट का मतलब पढ़े-लिखे आदमी के लिए भी समझना टेढ़ी खीर होता है। बजट शब्द फ्रेंच भाषा के शब्द बोजेत (Bougette) से बना है। इसका अर्थ होता है छोटा बैग। फ्रेंच भाषा में यह शब्द लैटिन शब्द 'बुल्गा' से लिया गया है। इसका अर्थ है 'चमड़े का थैला'। प्राचीन समय में बड़े व्यापारी अपने सारे मौद्रिक दस्तावेज एक थैले में रखते थे। इसी तरह धीरे-धीरे इस शब्द का प्रयोग संसाधनों को जुटाने के लिए किए गए हिसाब-किताब से जुड़ गया। इस तरह सरकारों के साल भर के आर्थिक बही-खाते को नाम मिला 'बजट'। सरकार द्वारा देश का आय-व्यय लेखाजोखा पेश करने की शुरुआत ब्रिटेन से हुई थी। ब्रिटेन के वित्त मंत्री संसद में जब आय-व्यय का लेखाजोखा पेश करने आते तो संबद्ध दस्तावेज चमड़े के एक लाल बैग में रखकर लाते। उस बैग को फ्रेंच में ‘बजेटी’ कहा जाता था, जो अंग्रेजी में भाषांतर करते समय ‘बजट’ हो गया। <br /> <br />Understanding the meaning of budget is difficult even for an educated person.
