Here is how it works:

Blizzard is able to generate a new game card code based on a valid game card code. They mainly use this to help the resellers overcome the "invalid cards problem". When a customer gets back at a store owner because the game card he bought doesn't work, the store owner sends an e-mail to Blizzard asking for a new code. Blizzard then generates a new code, based on a working code the store owner sent them (copying the properties of the given card, like region & type), and sends it back to the store owner. After he received his new code, the customer has 24 hours to use it on his account.
