基隆市公益青年電動機車政策一改再改，14日開始各區收件控管，除了安樂區每日限30件之外，其他各區每日限20件，造成申請民眾漏夜來排隊，先前有人深夜3點來排隊，現在有人前天晚上就來排隊，安樂區今晚11點多明天的30個名額已經額滿，還傳出有代排費1小時500元，讓民眾抱怨「真是擾民」，亂象連連。
