Union Budget 2022 | Contingency and Consolidated Fund, explained

The Contingency Fund of India is the emergency fund reserved for unforeseen expenditures. It is released by the President under Article 276 only after being cleared by the Parliament. The Consolidated fund of India includes the revenues generated by the government through direct and indirect taxes and expenses incurred due to loans or borrowings.
