Why don't kids matter?

Coming close to the heels of the midday meal horror in Chhapra, 15 children were hospitalised in Madhubani in Bihar after a lizard was allegedly found in their midday meal and five hours away from Madhubani in Gaya district, a 5-year-old boy died after he was administered Vitamin A drops. The question being raised is- do the authorites have absolutely no regard for the lives of poor children?
