Le projet d’approbation du contrat de partage de production pétrolière en haute mer signé en avril 1994 entre la République du Congo, la compagnie Elf et la société de recherche et d’exploitation pétrolière Hydro-Congo a été adopté le 24 août par la chambre basse du Parlement. Une fois promulguée, cette loi donne le droit à la société Elf devenu Total Congo E&P d’exploiter le gisement Moho Nord.
