3) Finnick.
Finnick was one of the most adored heroines in the franchise, so audiences were saddened by his untimely death, which saw him get thrown back into the sewer and brutally killed. After joining the Rebellion, Finnick perished when the Squad came across a pack of lizard mutts in the sewers. In order to prevent the lizards from eating him alive, Katniss had to blow him up.
2) Mags.
Annie was saved from death in the 75th Hunger Games by Mags Flanagan, who volunteered to participate as District 4's tribute. Finnick pledged to look out for her during the games because Mags had essentially raised him. However,  to save Peeta from the deadly fog, she had to give her life. She was one of the few characters to be kind to Katniss.
1) Prim.
For Katniss, her whole journey started when she wanted to protect her little sister from all the violence. Katniss arrived in the Capitol near the end of the story, but she only got to see the war's deadliest moment. The insurgents killed Capital residents while fighting the Peacekeepers. Prim and other medical personnel arrived to assist, but the Rebellion hurled bombs into the masses, killing Prim and other civilians in the process.
