Several people were trapped inside, according to public broadcaster RTHK, which cited the police, and at least four people died, according to the Hong Kong government. The fire department first responded to reports of a fire at 2:51pm local time (6.51am GMT). The fire was upgraded to a number 4 alarm, the second highest level, at 3.34pm local time
