Russian President Boris Yeltsin and the State Duma remain locked in a battle of wills over Yeltsin's nomination of Viktor Chernomyrdin as the prime minister to pull Russia out of its economic crisis. The Communist-led Duma, the lower house of parliament, has already refused to approve Chernomyrdin once, and a second confirmation vote has been scheduled for Friday afternoon (4/9).

SOT Boris Fyodorov (in English): "There are no specific measures because Russia cannot forever live just waiting for the tranche from the IMF. Most of the measure taken have to be on our side. If our government aqnd the authorities want to have a budget then they have to givew us more authority to collect taxes. There should be no favourites. Those who do not pay taxes must be closed down or sold. So I think that the IMF is just a bridge along to prosperity, it has nothing to do.. you cannot import reforms, you cannot buy them. Nobody can finance them from abroad."
