Why did the display resolution drop from 2K on OnePlus 13 to 1.5K on OnePlus 15?
It seems like currently, it's not technically possible to have both a 165Hz refresh rate panel AND a 2K display without losing color accuracy. So the sweet spot right now, that anyone can achieve at peak, is 165 Hz with a 1.5K display resolution.
Now question is, whether you'd prefer 120 Hz with 2K resolution OR 165 Hz with 1.5K resolution. Honestly, on a 6.78" display which isn't too big, 2K resolution has never made much sense. At least, 165 Hz makes a minor difference in gaming accuracy while a jump from 1.5K resolution to 2K display, makes non-perceivable difference in screen sharpness to the regular human eye.

Is this the most powerful Android smartphone as of now?
Well, theoretically, yes! There aren't many Snapdragon 8 Elite Gen5 chip smartphones in the market. We know that iQOO 15 has the same chip, and should offer similar performance. However, with a really fast UFS 4.1 internal storage and a special 16 GB LPDDR5x Ultra+ RAM type, the OnePlus 15 is safely a super powerful smartphone. Given their optimization and a really high capacity 7,300 mAh battery - it is safe to assume that this phone will easily last you a couple of years without issues or slow down.
