NATO: Unwavering support, but no membership for Ukraine

NATO leaders have signed off on a declaration to offer Ukraine new security guarantees, but they are not offering the country membership — yet. Still, they agreed on a package that will bring Ukraine closer to the trans-Atlantic military alliance.
