Hurricane Harvey flooding time-lapse

Floodwater from Buffalo Bayou overtopped the city hall flood wall and began to flood the Houston city hall annex parking garage.

That water then flooded the basement and the tunnel leading to city hall. This elevator lobby is on the bottom floor of the garage.
