Herbosa admits only 30% of facilities under enhancement program functional<br /><br />Health Secretary Teodoro Herbosa tells The Manila Times on Oct. 7, 2025 that based on the Department of Health’s (DOH) initial investigation, only 30 percent of completed facilities under the Health Facilities Enhancement Program (HFEP) are functional. On Oct. 4, the DOH revealed that it has investigated the alleged 400 'ghost health centers’ that were flagged by Congress.
