Despite a significant "watering down" of the text to remove authorizations for the use of force, the 15-member council reached a deadlock with 11 votes in favor, two against, and two abstentions (Colombia and Pakistan). Bahrain’s Foreign Minister, Abdullatif bin Rashid Al Zayani, who chaired the session, confirmed the resolution's defeat, noting that the negative votes from two permanent members blocked the international effort to secure the vital energy artery.

The vetoes from Beijing and Moscow come at a moment of extreme global peril, falling just hours before President Donald Trump’s 20:00 ET Tuesday deadline for Iran to reopen the strait. Russian Ambassador Vassily Nebenzia and Chinese Envoy Fu Cong argued that the resolution would have "legitimized the unlawful use of force" and blamed the U.S. and Israel for sparking the regional crisis. The failed resolution would have "strongly encouraged" nations to coordinate "defensive" naval efforts to escort merchant ships through the waterway, which has been effectively closed since the conflict began on February 28.

With the diplomatic track at the UN now effectively severed, the focus shifts back to the military theater. President Trump has threatened that a "whole civilization will die tonight" if Tehran does not capitulate, warning of massive strikes against Iranian power plants and bridges. As oil prices continue to surge and the U.S. prepares for a potential four-hour saturation strike, the international community remains powerless to intervene through the Security Council. The defeat of the Bahraini resolution leaves the Strait of Hormuz—the transit point for 20% of the world’s oil—unprotected by a unified international mandate.
