Nick Condon, an American journalist in 1945 Tokyo, publishes the Japanese master plan for world domination. Reaction from the understandably upset Japanese provides the action, but this is overshadowed by the propaganda of the time.

Der amerikanische Journalist Nick Condon (James Cagney) ist Ende der 20er Jahre in Tokio unterwegs und stößt durch Zufall auf Geheimdokumente. Nach kurzer Analyse wird ihm bewusst, was er da in der Hand hält: Japans Kriegs- und Eroberungspläne. Condon will die Pläne nach Amerika bringen, damit sich die Regierung auf die Invasion vorbereiten kann. Er weigert sich mit den Behörden zusammenzuarbeiten und kommt so von einer gefährlichen Situation in die Nächste. Dann gibt es da auch noch die Agentin Iris (Sylvia Sidney), die ihm die Heimreise auf alle erdenklichen Arten schwer machen soll...
