According to doctor/historian Michio Matsuda (1908 - 1998), Kyoto people traditionally relieved one another from the burden of providing meals for unexpected visitors. They adhered to a frugal diet and carefully planned their food expenses for the entire year.
They needed to keep to a strict financial plan in preparation for significant expenditures, such as the many annual festivals (which we tourists from outside Kyoto enjoy as onlookers for free). As a result, Kyoto residents established a mutual understanding to avoid disrupting each household’s financial strategy.
So, “Will you stay for an Ochazuke?” was commonly understood as an offer a visitor would never take. In the nuanced culture of the ancient city of Kyoto, neighbors mutually respect the rules of each household 😌✨.
